夜のお江戸は暗くて寒い。神田。丑三つ時ともなれば、ふところに抱いた十手がキンと凍るようである。岡っ引は家路を急いでいた。遊び人や、捜査を阻もうとするくのいちなど、怪しい人物が次々と
岡っ引の前に現れるが、いっこうに犯人捕縛（捕物）は成功しない。しかも、犯人は牛らしい。架空の江戸の町を舞台に、ほんの少しずつズレながら展開する「捕物」ものがたり。
日本中世の仏教説話などに見られる「牛を追いかける」（ 『十牛図』より。牛＝ 本当の自分）
という物語のパターンを用いて「自分は何者なのか」「何のために生きているのか」といった生のリアル感を見失い、混迷し、日々の生活に押し流されていく現代人の心性を描きました。
The story was based on the pattern “chasing a cow as myself” in Buddhist tales in Japanese Middle Ages and it represents the emotions of the people of today caught by daily life, losing reality, being confused ,questioning “who I am?” and “what I live for?”.
